When is the casino open on a cruise?
Why ship casinos close in port, what each cruise line itself says about opening hours, and the places where the rules change: Alaska, Hawaii, Bermuda, and river and expedition ships that have no casino at all.
On ocean cruises the casino opens once the ship is at sea, usually after it leaves a port's waters, and closes before the next arrival. Sea days are the long casino days; on a port day you may only get the evening after sailaway. No line publishes fixed hours. They point you to the daily planner or app instead.
The exceptions come from law and from the ships themselves. US federal law bars gambling devices on voyage segments that begin and end in Hawaii, and Norwegian's Hawaii ship, Pride of America, has no casino. The same law lets Alaska ban play while a ship is docked, anchored or within 3 nautical miles of a scheduled port. Royal Caribbean, Celebrity and Virgin Voyages raise the gambling age to 21 on Alaska sailings. River and expedition ships we track have no casino.

Sea days and port days
A cruise ship casino follows the itinerary, not a clock. The lines that describe their hours all describe the same pattern: closed while the ship is in port, open once it is out at sea, and closed again shortly before the next arrival.
- Sea dayA day with no port call. The casino can open in the morning and run late, so this is when you'll find the most table time, lessons and tournaments. Princess advertises 24-hour slots while the ship is at sea, and Holland America says its slots stay open all night.
- Port dayThe casino stays closed while the ship is docked or at anchor. It opens again some time after sailaway. Virgin Voyages puts that at about 30 minutes after sailing, once the ship is in international waters, so an evening departure can still give you a full night of play.
- ArrivalCasinos close before the ship reaches port. Holland America closes slots 30 minutes before arrival; Virgin closes at least 30 minutes before approaching the port.
- Short cruisesFewer sea days and more port time mean fewer casino hours. A two- or three-night trip may have only one full sea day, or none.
- Scenic cruisingDays spent cruising a fjord, glacier or canal aren't port calls, but they aren't open ocean either. No line we checked says how it treats them, so look at the daily planner. In Alaska, state rules may apply (see Alaska).
For a first trip, start with your first time in a cruise ship casino. It covers paying, getting rated and etiquette, which this guide doesn't repeat.
What each line says about opening hours
Only what each line itself publishes, from its own casino page or FAQ. "Not published" means we found no hours or opening rule on the line's own site. It doesn't mean the line has no rule.
| Line | What the line says | Where to check on board |
|---|---|---|
| Royal Caribbean | Casino hours "typically include all-day operation into the wee hours when the ships are at sea in international waters, with a few exceptions." The exceptions aren't listed. | Cruise Compass (daily planner) |
| Celebrity | Not published. Its casino FAQ refers to the casino being open "in US Territorial or International waters" when explaining W-2G forms, but gives no hours. | Ask on board |
| Carnival | "Due to itineraries, casino hours may vary among the fleet." The casino isn't open on debarkation day, so cash out by the last night. | HUB App |
| Norwegian | Not published on its casino pages. Pride of America, its Hawaii ship, has no casino (see Hawaii). | Ask on board |
| Virgin Voyages | Gaming opens "approximately 30 minutes after sailing from the port, once we're in international waters," and closes "at least 30 minutes before approaching the port." No fixed closing time. | Ask on board |
| MSC | Hours not published. One exception is stated: at Ocean Cay, its private island in the Bahamas, "our cruise ship casinos remain open." | Ask on board |
| Princess | "Hours vary from ship to ship, depending on the itinerary." 24-hour slots while the ship is at sea. | MedallionClass app |
| Holland America | "The Casino operates only while the ship is in international waters." Slots stay open all night and close 30 minutes before arrival. "Table games and other gaming activities are unavailable while docked." | Daily program |
| Margaritaville at Sea | Not published. Its casino page and FAQ give no hours. | Ask on board |
| Explora Journeys | Not published by Explora. Our Explora page has reported hours for Explora I. | Ask on board |
Each line's page in our cruise line directory has its other casino rules. Lines change these pages without notice, so check the planner or app on the day.
The law behind it
The closed-in-port pattern isn't just a cruise line habit. For US waters it comes from a federal law, 15 U.S.C. § 1175, part of what is usually called the Johnson Act. Other countries have their own rules, which lines summarize as following local law.
- The general ruleThe law makes it unlawful to "possess, or use any gambling device" within US jurisdiction, including on US-documented ships and foreign-flagged ones.
- The exception ships rely onIt doesn't prohibit using a gambling device on a vessel "that is not within the boundaries of any State or possession of the United States." The machines can stay on board while the ship is in a state's waters, as long as they're used only outside them. That is why casinos open after sailaway and close before arrival.
- Cruises to nowhereA state can ban gambling on a voyage that begins and ends in that state with no stop in another state or country. That power doesn't reach a segment that is part of a voyage to another state or country, if the ship gets there within 3 days.
- Hawaii and AlaskaThe law has a special rule for each. Hawaii is excluded from the main exception, and Alaska gets a narrower power to restrict play. Both are below.
We quote the statute as published by Cornell's Legal Information Institute; the official US Code site was under maintenance when we checked. We don't give legal advice, and how the law applies to a given sailing is up to the line and the authorities.
Alaska
Alaska cruises are mostly scenic cruising and port calls, often with only one or two open-ocean days. Two rules affect casino time there.
- Near portsOn qualifying voyages (a stop in Canada or another state, at least two Alaska ports, at least 60 hours long), federal law says Alaska may prohibit gambling devices on a ship "while it is docked or anchored or while it is operating within 3 nautical miles of a port at which it is scheduled to call."
- What Alaska enactedWe couldn't open Alaska's own statutes (the state legislature's site refused our requests), so we can't tell you what the state has done with that power. Expect the casino to be closed near ports and check the daily planner for scenic days.
- Age 21Royal Caribbean, Celebrity and Virgin Voyages say you must be 21 to gamble on Alaska sailings, and Virgin applies that to bingo too. Not rechecked MSC's conduct policy says the same; see age rules.
Hawaii
Hawaii is the one US state written out of the shipboard exception. Federal law says the exception applies "except for a voyage or a segment of a voyage that begins and ends in the State of Hawaii."
- Pride of AmericaNorwegian's Pride of America sails Hawaii inter-island cruises and has no casino, the only ship in Norwegian's fleet without one (our Norwegian page).
- Other Hawaii sailingsLonger cruises that visit Hawaii from the mainland or elsewhere are a different case, because they don't begin and end in Hawaii. But the stretch between Hawaiian ports may be a segment that does. We found no cruise line page that explains how it handles this, so ask the line before you book if casino time matters to you.
Bermuda and other ports
Outside the US, whether a casino can open in port depends on the country, and lines rarely publish it.
- BermudaReported Bermuda licenses cruise ship casinos to open while ships are in its waters. In November 2021, The Royal Gazette reported they could open only between 9pm and 5am, and that an amendment passed that month let operators apply for longer hours and a 12-month licence instead of the April to November one. We haven't seen the current rules, and no line we checked says what it does in Bermuda.
- Private islandsMSC says its casinos "remain open" while the ship is at Ocean Cay, its private island in the Bahamas. We found no other line that says its casino opens at a private island.
- Europe, the Caribbean and elsewhereNot published. We found no line that lists the countries where its casino may open in port. Royal Caribbean's "with a few exceptions" and Princess's "depending on the itinerary" are as specific as the lines get.
Ships without a casino
Some cruises have no casino to open. Our ship casino profiles list these ships as having none on board.
- HawaiiPride of America (Norwegian).
- GalápagosCelebrity's expedition ships Celebrity Flora, Celebrity Xpedition and Celebrity Xploration.
- River cruisesCelebrity's river ships due in 2027, Celebrity Compass and Celebrity Seeker. Viking, which runs river, ocean and expedition ships, describes itself as having "no casinos."
- Other linesOur other cruise lines page notes which smaller lines have casinos and which don't.
Age rules that change by region
Most lines let you gamble at 18. Where the age changes by region, it's almost always Alaska. The full age table, including drinking ages, is in How old you have to be.
| Line | Usual age | Where it changes |
|---|---|---|
| Royal Caribbean | 18 | 21 on all Alaska sailings. |
| Celebrity | 18 | 21 for Alaska sailings. Blue Chip Club membership starts at 18. |
| Virgin Voyages | Adults-only ships | 21 for all gaming on Alaska sailings, including bingo. Elsewhere the age follows "applicable laws and our onboard policy." |
| MSC | 18 Not rechecked | 21 in Alaska, per the Guest Conduct Policy we read earlier. That document's address now redirects to MSC's home page, and MSC's casino page gives no age. |
| Princess | 18 | Stated for "U.S.-based Princess ships," with government photo ID. Not published for other ships. |
| Carnival | 18 | Not published. Under-18s aren't allowed in the casino at any time. |
| Holland America | 18 | Not published. |
| Margaritaville at Sea | 18 | Not published. |
| Norwegian | 21 to join Casinos At Sea Rewards | Not published. See our Norwegian page. |
| Explora Journeys | Not published | Not published. |
If you're 18 to 20 and the table says "Not published" for your line and region, ask the line before you sail.
Checking your own sailing
Because lines don't publish fixed hours, the best you can do before boarding is count the sea days. On board, the daily planner is the final word.
- Before you bookCount the sea days in the itinerary. A cruise with several sea days in a row gives you far more casino time than a port-intensive one of the same length.
- RegionFor Alaska and Hawaii, check the age rule and expect closures near ports. If you're on Pride of America, there's no casino.
- On boardCheck the planner or app each evening for the next day's casino and table times. Ask the casino host (The casino staff member who looks after players: sign-ups, points, comps and offers.) when the casino opens after the next port. The glossary explains other terms you'll see.
- Last dayCasinos close before the final arrival. Cash out the night before; end-of-cruise comps covers when play stops counting.
